ُنَيْسَةَ عَنِ الْحَكَمِ عَنْ عَبْدِ الرَّحْمَنِ بْنِ أَبِي لَيْلَى عَنْ بِلَالٍ قَالَ وَرَأَيْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَمْسَحُ عَلَى الْخُفَّيْنِ وَالْخِمَارِ

English Translation
It was narrated from Bilal ibn Rabah (may Allah be pleased with him) that the Prophet ﷺ commanded the tathwib (saying 'al-Salatu khayrun min al-nawm') in the Fajr adhan and forbade it in the Isha adhan.
