English Translation
It was narrated from Ibn Abbas (may Allah be pleased with him and his father) regarding who may pass through the mosque while in a state of janabah: 'He is the traveler' — meaning the verse allowing passing through the mosque while junub (4:43) refers to the traveler who has no way to perform ghusl.
