Arabic Text
أَخْبَرَنَا الْحَكَمُ بْنُ نَافِعٍ ، عَنْ شُعَيْبِ بْنِ أَبِي حَمْزَةَ ، عَنْ الزُّهْرِيِّ ، حَدَّثَنِي عَامِرُ بْنُ وَاثِلَةَ : أَنَّ نَافِعَ بْنَ عَبْدِ الْحَارِثِ لَقِيَ عُمَرَ بْنَ الْخَطَّابِ بِعُسْفَانَ ، وَكَانَ عُمَرُ اسْتَعْمَلَهُ عَلَى أَهْلِ مَكَّةَ ، فَسَلَّمَ عَلَى عُمَرَ، فَقَالَ لَهُ عُمَرُ : مَنْ اسْتَخْلَفْتَ عَلَى أَهْلِ الْوَادِي؟ فَقَالَ نَافِعٌ : اسْتَخْلَفْتُ عَلَيْهِمْ ابْنَ أَبْزَى، فَقَالَ عُمَرُ : وَمَنْ ابْنُ
أَبْزَى؟ فَقَالَ : مَوْلًى مِنْ مَوَالِينَا، فَقَالَ عُمَرُ : فَاسْتَخْلَفْتَ عَلَيْهِمْ مَوْلًى؟ فَقَالَ : يَا أَمِيرَ الْمُؤْمِنِينَ، إِنَّهُ قَارِئٌ لِكِتَابِ اللَّهِ، عَالِمٌ بِالْفَرَائِضِ، فَقَالَ عُمَرُ : أَمَا إِنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ، قَالَ :" إِنَّ اللَّهَ يَرْفَعُ بِهَذَا الْكِتَابِ أَقْوَامًا، وَيَضَعُ بِهِ آخَرِينَ "

English Translation
It was narrated from 'Amir ibn Wathila that Nafi' ibn 'Abd al-Harith met 'Umar ibn al-Khattab (may Allah be pleased with him) at 'Usfan — for 'Umar had appointed him over the people of Mecca. Nafi' greeted 'Umar, and 'Umar said to him: "Whom did you appoint as your deputy over the people of the valley?" Nafi' said: "I appointed Ibn Abza over them." 'Umar asked: "And who is Ibn Abza?" Nafi' replied: "A freed slave among our freed slaves." 'Umar said: "You appointed a freed slave as your deputy over them?" Nafi' answered: "O Commander of the Faithful, he is a reciter of the Book of Allah and knowledgeable in the laws of inheritance." 'Umar then said: "Indeed, the Messenger of Allah ﷺ said: 'Allah raises some peoples by means of this Book and lowers others by it.'"
