حَدَّثَنَا رَوْحٌ حَدَّثَنَا مُحَمَّدُ بْنُ أَبِي حَفْصَةَ حَدَّثَنَا ابْنُ شِهَابٍ عَنْ أَبِى سِنَانٍ عَنِ ابْنِ عَبَّاسٍ أَنَّ الْأَقْ
رَعَ بْنَ حَابِسٍ سَأَلَ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ الْحَجُّ كُلَّ عَامٍ فَقَالَ لَا بَلْ حَجَّةٌ فَمَنْ حَجَّ بَعْدَ ذَلِكَ فَهُوَ تَطَوُّعٌ وَلَوْ قُلْتُ نَعَمْ لَوَجَبَتْ وَلَوْ وَجَبَتْ لَمْ تَسْمَعُوا وَلَمْ تُطِيعُوا

English Translation
It was narrated from Ibn 'Abbas (رضي الله عنهما) — via Muhammad ibn Abi Hafsa, from Ibn Shihab, from Abi Sinan — that al-Aqra' ibn Habis asked the Messenger of Allah ﷺ: 'Is Hajj [obligatory] every year?' He said: 'No — only once. Whoever performs it after that, it is supererogatory. Had I said yes, it would have become obligatory. And had it become obligatory, you would not have been able to comply and you would not have obeyed.'
