‏ ‏وَلَا يَمْنَعْ ‏ ‏فَضْلَ ‏ ‏مَاءٍ لِيَمْنَعَ بِهِ ‏ ‏الْكَلَأَ ‏

English Translation

And: 'One should not withhold surplus water so as to prevent others from grazing their livestock.'
