حَدَّثَنَا عَبْدُ الصَّمَدِ حَدَّثَنَا حَرْبُ بْنُ شَدَّادٍ بَصْرِيٌّ حَدَّثَنَا يَحْيَى يَعْنِي ابْنَ أَبِي كَثِيرٍ قَالَ عَمْرُو بْنُ زُنَيْبٍ الْعَنْبَرِيُّ إِنَّ أَنَسَ بْنَ مَالِكٍ حَدَّثَهُ أَنَّ مُعَاذًا قَالَ

يَا رَسُولَ اللَّهِ أَرَأَيْتَ إِنْ كَانَ عَلَيْنَا أُمَرَاءُ لَا يَسْتَنُّونَ بِسُنَّتِكَ وَلَا يَأْخُذُونَ بِأَمْرِكَ فَمَا تَأْمُرُ فِي أَمْرِهِمْ فَقَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ لَا طَاعَةَ لِمَنْ لَمْ يُطِعْ اللَّهَ عَزَّ وَجَلَّ

English Translation

Anas ibn Malik (رضي الله عنه) narrated that Mu'adh said: "O Messenger of Allah, do you think if there were two rulers over us — one who orders us to do what is right and another who does not — should we obey?" the Prophet ﷺ said: "Pay the zakat, pray the prayer, and obey your ruler."
