It was narrated from 'Abdullah ibn 'Amr (رضي الله عنهما) — via Ibrahim ibn Abi al-'Abbas and Husayn ibn Muhammad, from 'Abd al-Rahman ibn Abi al-Zinad, from 'Abd al-Rahman ibn al-Harith ibn 'Abdullah ibn 'Ayyash ibn Abi Rabi'a, from 'Amr ibn Shu'ayb, from his father, from his grandfather — that the Messenger of Allah ﷺ addressed the people in the year of the Conquest from the steps [daraja] of the Ka'ba. Among what he said, after praising Allah, was: 'O people! Every alliance [hilf] made in the pre-Islamic era — Islam has only strengthened it. There is no [new] alliance in Islam, and no hijra after the Conquest. The hand of the Muslims is one against all others. Their blood values are equal. A believer is not to be killed [in retaliation] for [killing] a disbeliever. The blood money [diya] of the disbeliever is half that of the Muslim. There is no shighar [exchange of women in marriage without a dowry] in Islam, no janab [refusing to allow horse or camel access to a stallion for breeding], and no jalab [driving animals harshly or illegally during tax collection]. Zakah is collected from [people] in their own homesteads. The lowest of the Muslims may extend protection on behalf of them all, and the most distant of them upholds it for all Muslims.' Then he descended. [Husayn said in his version: 'He heard the Messenger of Allah ﷺ...']
