حَدَّثَنَا عَفَّانُ قَالَ حَدَّثَنَا حَمَّادُ بْنُ سَلَمَةَ عَنْ حُمَيْدٍ عَنِ الْحَسَنِ عَنْ عُثْمَانَ بْنِ أَبِي الْعَاصِ أَنَّ وَفْدَ ثَقِيفٍ قَدِمُوا عَلَى رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فَأَنْزَلَهُمْ الْمَسْجِدَ لِيَكُونَ أَرَقَّ لِقُلُوبِهِمْ فَاشْتَرَطُوا عَلَى النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ أَنْ لَا يُحْشَرُوا وَلَا يُعْشَرُوا وَلَا
يُجَبُّوا وَلَا يُسْتَعْمَلَ عَلَيْهِمْ غَيْرُهُمْ قَالَ فَقَالَ إِنَّ لَكُمْ أَنْ لَا تُحْشَرُوا وَلَا تُعْشَرُوا وَلَا يُسْتَعْمَلَ عَلَيْكُمْ غَيْرُكُمْ وَقَالَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ لَا خَيْرَ فِي دِينٍ لَا رُكُوعَ فِيهِ قَالَ وَقَالَ عُثْمَانُ بْنُ أَبِي الْعَاصِ يَا رَسُولَ اللَّهِ عَلِّمْنِي الْقُرْآنَ وَاجْعَلْنِي إِمَامَ قَوْمِي

English Translation
ʿUthmān ibn Abī al-ʿĀṣ رضي الله عنه narrated that the delegation of Thaqīf came to the Messenger of Allah ﷺ, and he housed them in the mosque so that it would soften their hearts. They stipulated conditions to the Prophet ﷺ: that they not be conscripted, not be taxed, not have their crops cut, and not be governed by anyone other than themselves. He said: "You shall not be conscripted, not be taxed, and no one other than yourselves shall govern you." And the Prophet ﷺ said: "There is no good in a religion that has no bowing in it" — meaning prayer. And ʿUthmān ibn Abī al-ʿĀṣ said: "O Messenger of Allah, teach me the Quran and make me the imam of my people."
