حَدَّثَنَا إِسْمَاعِيلُ بْنُ إِبْرَاهِيمَ عَنْ عَلِيِّ بْنِ الْحَكَمِ قَالَ حَدَّثَنِي أَبُو حَسَنٍ أَنَّ عَمْرَو بْنَ مُرَّةَ قَالَ لِمُعَاوِيَةَ يَا مُعَاوِيَةُ إِنِّي سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَقُولُ مَا مِنْ إِمَامٍ أَ
وْ وَالٍ يُغْلِقُ بَابَهُ دُونَ ذَوِي الْحَاجَةِ وَالْخَلَّةِ وَالْمَسْكَنَةِ إِلَّا أَغْلَقَ اللَّهُ عَزَّ وَجَلَّ أَبْوَابَ السَّمَاءِ دُونَ حَاجَتِهِ وَخَلَّتِهِ وَمَسْكَنَتِهِ قَالَ فَجَعَلَ مُعَاوِيَةُ رَجُلًا عَلَى حَوَائِجِ النَّاسِ

English Translation
Ismāʿīl ibn Ibrāhīm narrated to us, from ʿAlī ibn al-Ḥakam, who said: Abū Ḥasan narrated to me that ʿAmr ibn Murrah said to Muʿāwiyah: 'O Muʿāwiyah, I heard the Messenger of Allāh ﷺ saying: "No leader or governor closes his door against those in need, want, and destitution except that Allāh عز وجل closes the gates of heaven against his own need, want, and destitution."' So Muʿāwiyah appointed a man to attend to the people's needs.
