Muḥammad ibn Jaʿfar narrated to us, Shuʿbah narrated to us, from Qays ibn Muslim, from Ṭāriq ibn Shihāb, from Abū Mūsā, who said: I came to the Prophet ﷺ while he was camped at al-Abṭaḥ, and he said to me: 'Have you performed Ḥajj?' I said: 'Yes.' He said: 'With what did you enter iḥrām?' I said: 'Labbayk with an iḥrām like the iḥrām of the Prophet ﷺ.' He said: 'You have done well. Circumambulate the House and [walk between] al-Ṣafā and al-Marwah, then exit your iḥrām.' So I circumambulated the House and [walked between] al-Ṣafā and al-Marwah, then I went to a woman of Banū Qays who deloused my hair. Then I entered iḥrām for Ḥajj. I continued giving people this ruling until the caliphate of ʿUmar رضي الله تعالى عنه. A man said: 'O Abū Mūsā — or O ʿAbd Allāh ibn Qays — hold back some of your rulings, for you do not know what the Commander of the Faithful has introduced regarding the rites after you.' He said: So he said: 'O people, whoever we have given a ruling to, let him wait, for the Commander of the Faithful is coming to you, so follow him.' When ʿUmar arrived, I mentioned that to him, and he said: 'If we follow the Book of Allah, then the Book of Allah تعالى commands us to complete [the Ḥajj and ʿUmrah]. And if we follow the Sunnah of the Messenger of Allah ﷺ, then the Messenger of Allah ﷺ did not exit iḥrām until the sacrificial animal had reached its place [of slaughter].'
