حَدَّثَنَا عَبْدُ الرَّزَّاقِ حَدَّثَنَا مَعْمَرٌ عَنِ ابْنِ طَاوُسٍ عَنْ أَبِيهِ عَنِ ابْنِ عَبَّاسٍ قَالَ كَانَ الطَّلَاقُ عَلَى عَهْدِ رَسُولِ اللَّهِ صَلَّى اللَّهُ ع
َلَيْهِ وَسَلَّمَ وَأَبِي بَكْرٍ وَسَنَتَيْنِ مِنْ خِلَافَةِ عُمَرَ بْنِ الْخَطَّابِ طَلَاقُ الثَّلَاثِ وَاحِدَةً فَقَالَ عُمَرُ إِنَّ النَّاسَ قَدْ اسْتَعْجَلُوا فِي أَمْرٍ كَانَ لَهُمْ فِيهِ أَنَاةٌ فَلَوْ أَمْضَيْنَاهُ عَلَيْهِمْ فَأَمْضَاهُ عَلَيْهِمْ

English Translation
'Abd al-Razzaq narrated to us, Ma'mar narrated to us, from Ibn Tawus, from his father, from Ibn 'Abbas (رضي الله عنهما) who said: Divorce during the time of the Messenger of Allah ﷺ, Abu Bakr, and two years of 'Umar's caliphate — three pronouncements (of divorce) were counted as one. Then 'Umar ibn al-Khattab (رضي الله عنه) said: 'People are rushing into a matter in which they should be deliberate. I think we should enforce it upon them.' So he made it count as three irrevocable divorces.
