حَدَّثَنَا عَبْدُ الرَّحْمَنِ بْنُ مَهْدِيٍّ وَابْنُ جَعْفَرٍ الْمَعْنَى قَالَا حَدَّثَنَا شُعْبَةُ عَنْ أَبِي الْفَيْضِ قَالَ عَبْدُ الرَّحْمَنِ فِي حَدِيثِهِ سَمِعْتُ سُلَيْمَ بْنَ عَامِرٍ يَقُولُ كَانَ بَيْنَ مُعَاوِيَةَ وَبَيْنَ الرُّومِ عَهْدٌ وَكَانَ يَسِيرُ نَحْوَ بِلَ
ادِهِمْ حَتَّى يَنْقَضِيَ الْعَهْدُ فَيَغْزُوَهُمْ فَجَعَلَ رَجُلٌ عَلَى دَابَّةٍ يَقُولُ وَفَاءٌ لَا غَدْرٌ وَفَاءٌ لَا غَدْرٌ فَإِذَا هُوَ عَمْرُو بْنُ عَبَسَةَ فَسَأَلْتُهُ عَنْ ذَلِكَ فَقَالَ سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَقُولُ مَنْ كَانَ بَيْنَهُ وَبَيْنَ قَوْمٍ عَهْدٌ فَلَا يَحِلَّ عُقْدَةً وَلَا يَشُدَّهَا حَتَّى يَمْضِيَ أَمَدُهَا أَوْ يَنْبِذَ إِلَيْهِمْ عَلَى سَوَاءٍ فَرَجَعَ مُعَاوِيَةُ رَضِيَ اللَّهُ تَعَالَى عَنْهُ

English Translation
ʿAbd al-Raḥmān ibn Mahdī and Ibn Jaʿfar narrated to us — the meaning is the same — they said: Shuʿbah narrated to us, from Abū al-Fayḍ. ʿAbd al-Raḥmān said in his ḥadīth: I heard Sulaym ibn ʿĀmir saying: There was a treaty between Muʿāwiyah and the Romans, and he was traveling toward their lands so that when the treaty expired he could attack them. A man on a mount appeared, saying: "Fulfillment, not treachery! Fulfillment, not treachery!" It turned out to be ʿAmr ibn ʿAbasah. He was asked about it, and he said: I heard the Messenger of Allāh ﷺ saying: "Whoever has a treaty between himself and a people, let him not undo a knot nor tie one until the treaty expires, or let him declare it null to them on equal terms." So Muʿāwiyah رضي الله تعالى عنه withdrew.
