ʿAbd al-Razzāq narrated to us, al-Thawrī informed us, from Qays ibn Muslim, from Ṭāriq ibn Shihāb, from Abū Mūsā al-Ashʿarī, who said: the Messenger of Allah ﷺ sent me to the land of my people. When the time of Ḥajj came, the Messenger of Allah ﷺ performed the pilgrimage, and I went and came to him while he was camped at al-Abṭaḥ. He said to me: 'With what did you enter iḥrām, O ʿAbd Allāh ibn Qays?' I said: 'Labbayk with a Ḥajj like the Ḥajj of the Messenger of Allah ﷺ.' He said: 'You have done well.' Then he said: 'Did you bring a sacrificial animal?' I said: 'No.' He said: 'Go and circumambulate the House and [walk] between al-Ṣafā and al-Marwah, then exit your iḥrām.' So I went and did as he commanded me, and I went to a woman of my people who washed my head with marsh mallow and combed it. Then I entered iḥrām for Ḥajj on the Day of Tarwiyah. I continued to give people this ruling that the Messenger of Allah ﷺ had commanded me with until he passed away, then during the time of Abū Bakr رضي الله تعالى عنه, then during the time of ʿUmar رضي الله تعالى عنه. While I was standing by the Black Stone or the Maqām giving people this ruling that the Messenger of Allah ﷺ had commanded me with, a man came and whispered to me, saying: 'Do not rush with your ruling, for the Commander of the Faithful has introduced something new regarding the rites.' So I said: 'O people, whoever we have given a ruling to regarding the rites, let him wait, for the Commander of the Faithful is coming, so follow him.' When ʿUmar رضي الله تعالى عنه arrived, I said: 'O Commander of the Faithful, have you introduced something new regarding the rites?' He said: 'Yes — that we follow the Book of Allah عز وجل, for it commands completing [the Ḥajj and ʿUmrah], and that we follow the Sunnah of our Prophet ﷺ, for he did not exit iḥrām until he had slaughtered the sacrificial animal.'
